Jakarta Gov't to Promote Lower-Ranked Officials, Compile Talent Pool
Jakarta. Incumbent Governor Basuki "Ahok" Tjahaja Purnama plans to hold promotion exams for lower-ranked officials in the Jakarta administration.
Officials who pass the exam will be promoted to echelon II, which means that they can be deployed in new positions in any of Jakarta's districts.
"We will hold the tests for those who have yet to become echelon II officials, so we can compile a talent pool. This will provide us with a backup," Ahok said at City Hall in Central Jakarta on Thursday (27/04).
He added that the exam would also empower the affected officials.
"Once they completed the echelon II test, they can work anywhere. They can work in any district, city, province, or in Jakarta. So, we give them the opportunity to take the test. […] I want all qualified civil servants to take the test. Then we can determine which of them are the best," Ahok said.
The governor also cited concern over the possibility of huge restructuring of the work units in the provincial government following the end of his administration in October.
"I'm worried that if my administration ends, there could be irresponsible parties that limit the tests. They may only allow certain people to participate in the tests," he said.
Ahok previously had a spat with the Jakarta City Council after he cracked down on underperforming city officials in 2015.
Bureaucrats were frustrated at the time with being transferred or demoted by the provincial governor for failing to do their jobs properly.
More than 2,500 Jakarta officials were demoted and at least 150 fired in 2015, after Ahok found that they were lazy, corrupt or incompetent.
