Manpower Ministry Provides Online Complaint Center to Monitor Holiday Bonus Payment

Jakarta. The Manpower Ministry has set up an online complaint portal and mediators to ensure the timely payment of holiday bonuses, or THR, to workers.

Haiyani Rumondang, the ministry's director-general of industrial relations and social security Haiyani Rumondang said that mediators are available to complement the online portal previously set up by the ministry.

"To ensure the effectiveness of THR payment, the Manpower Ministry has prepared an online THR center. We have also prepared mediator officers to facilitate consultation as well as complaints related to THR," Haiyani said in a statement on Friday.

According to law, an industrial relations mediator is in charge of carrying out mediation and is obliged to provide suggestions to disputing parties to settle the dispute.

It includes disputes of interest, dispute on work termination, and dispute between unions within a company.

Besides the one provided by the ministry, there is a complaint center in manpower offices at the provincial and city level. Haiyani encouraged workers and entrepreneurs with THR-related problems to make use of the facility.

Currently, 826 mediators are monitoring 297,743 companies. Haiyani said that despite the disproportion in number, central and local governments would continue to guard THR payment.

The complaint portal is available at the ministry's official website, from May 11 to 31, between 8 a.m. and 3.30 p.m.

Previously, the ministry had also issued a circular addressing the problem that many companies may not be able to pay the holiday bonuses in time for Idul Fitri, which falls on May 24 or 25 this year, due to the Covid-19 pandemic.

"The message of this letter is to encourage dialogue between entrepreneurs and workers when companies could not pay THR on time – obviously with good intentions from all parties involved and with a transparent financial report from the company and mutual trust," Haiyani said.
