Pramono Anung Pledges Three-Year Contracts for "Orange Troops" and Higher Incentives for Community Leaders

Jakarta. Jakarta gubernatorial candidate Pramono Anung has announced plans to extend the contract duration for the city's Orange Troops (PPSU) from one year to three years and to double the incentives for neighborhood and community leaders (RT/RW).

“Extending their contracts from one year to three years is straightforward. If elected governor, I will implement this change,” Pramono said during a media briefing on Monday.

He emphasized his dedication to improving the performance and welfare of the Orange Troops, a program originally launched by former Jakarta Governor Basuki "Ahok" Tjahaja Purnama. Pramono is open to receiving feedback and suggestions on the initiative.

Pramono also highlighted that the most important qualification for joining the Orange Troops is a strong commitment to keeping Jakarta clean. He suggested that a primary school diploma (SD) should be sufficient for the role.

“A primary school diploma is adequate as long as the candidate can perform the job,” he noted.

Since its inception in 2015, the Orange Troops have played a crucial role in maintaining Jakarta’s cleanliness, with each subdistrict employing between 40 and 79 members. These personnel receive guaranteed salaries, free housing, and complimentary TransJakarta access.

In addition, Pramono and his running mate, Rano Karno, plan to increase incentives for RT and RW leaders in Jakarta to Rp 4 million ($258.77) and Rp 5 million, respectively. This would double the current incentives of Rp 2 million and Rp 2.5 million.

“This increase will require a monthly budget of Rp68 billion, or Rp 816 billion annually, which is relatively small compared to Jakarta’s annual budget of Rp 86-87 trillion,” Pramono explained last Friday.

Jakarta has 2,741 RWs and 30,894 RTs.

In comparison, Pramono’s opponent Ridwan Kamil has pledged to allocate additional funding between Rp 100 million and Rp 200 million for each RW in Jakarta.

Pramono has also proposed a plan to install CCTV cameras in every neighborhood across Jakarta to enhance security and reduce crime if elected. Additionally, he aims to provide free education in Jakarta, focusing on financially struggling private schools with strong academic performance.

On the tourism front, Pramono plans to boost the Thousand Islands (Kepulauan Seribu) as an international destination by establishing new waterway connections from North Jakarta to the islands.
