Strong Export Duties and Excise Lift Indonesia’s Customs Revenue to $12.3 Billion
Jakarta. Indonesia’s customs and excise revenue reached Rp 221.3 trillion ($12.3 billion) as of September 30, equivalent to 73.4 percent of the 2025 state budget target, the Finance Ministry announced on Tuesday.
Deputy Finance Minister Suahasil Nazara said the increase was mainly supported by higher receipts from export duties and excise taxes.
“By the end of September 2025, customs and excise revenue reached Rp 221.3 trillion, up 7.1 percent compared to last year,” Suahasil said during a press briefing in Jakarta.
Excise revenue accounted for Rp 163.3 trillion, or 66.9 percent of the annual target. Export duties surged to Rp 21.4 trillion, equivalent to 477.8 percent of the target, rising 74.8 percent year-on-year -- a jump fueled by higher crude palm oil (CPO) prices, increased export volumes, and new copper concentrate export policies, he said.
Meanwhile, import duties generated Rp 36.6 trillion, or 69.2 percent of the target, but contracted 4.6 percent year-on-year. Suahasil attributed the decline to lower tariffs on food commodities and the wider use of free trade agreements (FTA), which reduced import levies on various goods.
“Overall, customs and excise collections continue to grow positively, supported by strong imports of capital goods and investment activity, as well as effective management of tobacco excise revenue,” Suahasil said.
The ministry expects the trend to continue in the final quarter of 2025, bolstered by robust export performance and stable industrial activity despite global trade headwinds.
