Impeachment Threat Looms for Basuki as DPRD Seeks Formal Investigation
Jakarta. Jakarta City Council will hold a plenary session on Thursday in an attempt to authorize the use of an investigation right against Governor Basuki Tjahaja Purnama — possibly with the goal of impeaching him.
The interpellation right will allow councillors to scrutinize the performance of Basuki and his administration, something the governor has previously said does not worry him.
Under the Law on Legislative Bodies a motion backed by 25 councillors needs to be accepted by the plenary to authorize interpellation. As of Thursday morning 102 council members had signed a petition in support.
If the proposal is passed, a committee comprised of 33 members will carry out a 60-day investigation into Basuki's performance, which will focus primarily on the capital's long-delayed 2015 budget, Jakarta City Council Deputy Speaker M. Taufik said.
Should the investigation find incompetence or controversial government policies that are deemed to have a widespread negative effect, impeachment proceedings could be triggered.
Taufik said he was sure the committee would find a proof of Basuki's fatal mistakes.
"We have the evidence that the budget Ahok sent to the Home Affairs Ministry is different with what we agreed in the plenary," he was quoted as saying by Metrotvnews.com.
Earlier this month City Council politicians slammed Basuki for submitting the 2015 budget to the Home Affairs Ministry without the council speaker’s signature.
Bestari Barus, who leads the National Democratic Party (NasDem) faction in council, said the investigation would purely be to seek answers, not to find reasons to impeach Basuki.
"We just want to know the background of all of these disputes. That's why we agree on using the right," Bestari said on Thursday. "We still dont know if it's purely Basuki's mistake or if Basuki, being a new governor, was cheated by his staff."
Basuki, who has been aware of the impeachment threat, is planning to launch a counter attack by requesting an investigation into the council.
The governor said there were a number of questionable items included in the budget and seemed to suggest possible corruption from within the council.
"Suddenly there were urgent projects and they [the council] want the budget to be fixed again even though the plenary has finalized the budget," he said to Detik.com on Wednesday. "Many programs, each cost Rp 4 to 6 billion on average."
He said he could ask the Attorney General's Office, police or the Corruption Eradication Commission (KPK) to look into the council's alleged manipulation of the budget.
